Can the term hydration be applied to the solvent carbon tetrachloride? Explain your reasoning. If it cannot be used, what term can?

If you mean hydration in the sense that water is added to a chemical and it changes is physical structure, no. CCl4 is slightly soluble in water. Solvenation is a nice word.
