I believe the six goals outlined in the Preamble of the Constitution do a good job outlining what government can and should do for the people. These goals, such as establishing justice, promoting the general welfare, and securing the blessings of liberty, provide a strong foundation for governance and protection of individual rights. I don't think any additional goals need to be added at this time.
