(a) The Civil War was an extension of earlier and ongoing conflicts between the North and South over issues such as slavery, states' rights, and economic interests. These conflicts had been growing since the Missouri Compromise of 1820 and had been exacerbated by the Compromise of 1850, which Clay's Resolutions attempted to address.

(b) The Civil War ultimately resolved the issue of slavery, as the Union victory led to the passage of the Thirteenth Amendment, which abolished slavery. However, the war failed to resolve the underlying issues of states' rights and economic interests, which continued to divide the nation and led to further conflicts in the years following the war.
