The benefits of repairing the roads are less car accidents, more satisfied drivers, and less car repairs. If the drivers are satisfied, then they might drive more safely. The opportunity cost would be the fact that there is no new school. The benefits of building a new school are reduce overcrowding in other schools, better location for some people, a possible better education, and increased population. An increase in population would happen because new teachers would move and people will want to move into the school district. The opportunity cost is that the roads are in bad shape. The government should poll the citizens and fund whichever one wins the poll.
