You would use the formula for surface area in this case. Wrapping paper covers the surface of an object, so calculating the surface area of the box would tell you how much paper is needed to completely cover it. Volume, on the other hand, measures the amount of space inside the box and would not be relevant for determining how much wrapping paper is needed.
