State laws for everyone in the state. County laws are for everyone in that county......

The agriculture commissioner is responsible for overseeing and regulating agricultural activities and industries within a state. This can include promoting agriculture, inspecting and enforcing regulations on agriculture products and practices, managing agricultural programs and services, and representing the interests of farmers and agricultural businesses. They may also have responsibilities related to food safety, environmental conservation, and consumer protection in relation to agriculture.
