7. Recognition of the Congo Free State as the personal possession of King Leopold II of Belgium
8. Protection of the interests of African native peoples and the abolition of the slave trade
9. Promotion of scientific and humanitarian efforts in Africa
10. Establishment of rules for the future colonization and administration of African territories.
