Outside the spiraling arms is just plain not near the center.
You are correct, I apologize for the mistake in my initial response. Our solar system is actually located in one of the outer regions of the Milky Way galaxy, about two-thirds of the way from the center to the edge. Thank you for pointing that out.
There is no way it could be both outside the arms and close to the center anyway :)
