In my opinion, Mrs. Markham forbids Willie from interacting with the homeless man because he is Mrs. Markham's husband. The reason being so is that she comes up with different excuses why Willie cannot talk or look at him. At first she says he's sick, then she says he's a beggar, and they have nothing to spare. Additionally, when Willie's dad lost his job and tried as hard as he could but wasn't able to get another one, he became very sad. One day, he decided to leave, and then the Mrs. Markham, Willie's mother, started to become very unhappy, similar to her husband. As soon as Willie discovered the homeless man is sad, the mother started acting in a likewise manner. Since they both became sad at the same time, we can conclude that the homeless man is actually Willie's long lost dad. In summary, she forbids interaction with the man because she doesn't want her son interacting with the person that abandoned him.
