What did most of the rulers of Italy (except Piedmont-Sardinia) have in common?

Most of the rulers of Italy, except for Piedmont-Sardinia, shared the characteristic of being part of foreign powers or royal families. Many of them were foreign monarchs who ruled over Italy as part of their larger empires. They were not native Italians or representative of Italian people.
