A transitional bilingual is a person who is temporarily bilingual, typically as a result of living in a country where a different language is spoken. This can occur when a person moves to a new country and learns the language spoken there while still maintaining their proficiency in their native language. The transitional bilingual individual may eventually become fully bilingual or may choose to return to using their native language exclusively.
