In Act III, Scene 3, Romeo says, "There is no world without Verona walls, / But purgatory, torture, hell itself. / Hence “banished” is banish’d from the world, / And world’s exile is death." This shows that Romeo believes being banished from Verona, the only world he knows, is worse than death. It is not fair to punish Romeo for his love for Juliet.
