Stephen Austin was able to establish a colony in Mexican territory because he was granted permission by the Mexican government to do so. Austin had been negotiating with the Mexican government for several years, and in 1823 he was granted permission to settle 300 families in the area. Austin was able to convince the Mexican government that the settlers would be loyal to Mexico and would help to develop the region.
