if the width is w, then we have

(w-1)(2w-2) = 15
2(w-1)^2 = 15
(w-1)^2 = 15/2
Now finish it off. Not a nice rational answer ...
It's a little better if the area is reduced by 15 cm^2, but still not an integer.
