Now, you know that we can't post drawings on this web site, but if you sketch the triangle PQR, you can easily see that angle
P = 180-(28+112) = 40°
Now use the law of sines to find that
PQ/sinR = RQ/sinP
PQ/sin112° = 6.8/sin40°
PQ = 9.8

As for the construction, just
draw QR of length 6.8
construct the angles Q and R at its ends
where their rays intersect is P
Now measure PQ
