  3. I don't think it's c. Look at these on the periodic table. Ba is 56 and Fr is 87. Fr has 1 valence electron; Ba has two. Fr is in period 7 while Ba is in period 6. So that single electron in Fr is in a higher energy level than the two in Ba.
