#1 — Why would soldiers be needed to collect tolls? Think about what soldiers do and how they might be sent to a state to help do what soldiers do.

#2 — I agree with one of your answer choices. Think about what FEDERAL laws are that supersede state laws.

#3 — I don't agree with D. It seems to be talking in circles: the states would give up some of their power to determine what the fed laws are? Frankly, I don't see a really good choice here. Perhaps another tutor has better insight than I do regarding fed and state laws.

Frankly, in my opinion, these are more of the badly written questions and sets of answer choices that I've noticed students posting here. I wonder if the text is any good, since that's what questions and answer choices are based on. Is all this from Connections??

I'd contact the teacher and ask for clear explanations of everything — this chapter (or whatever) in the text; these particular questions; not to mention these weird answer choices.
