can an information system project be managed or is the IT environment so complex and chaotic that any success is more a matter of luck than management skill

    The question is related to a better question: Why can't information managers manage?

    That answer has to do with culture, more than anything. Mystique of information systems has a lot to do with it, and lack of clarifying realistic objectives, schedules, and costs.
