Do I use complete the square, square root property, quadratic formula, factoring?
formula is h= 16tsquared + 60t +4

just solve it like any quadratic. When it hits the ground, h=0, so

4 + 60t - 16t^2 = 0
t=3.8 sec

this doesn't factor easily, so the quadratic formula is probably best.

However, while you're doing that, the kicker has probably scored a goal!
