For number 2, you have 89 students that are in the band, 215 students that are on sports teams, and 31 students that participate in both activities.

Now remember that they are counting the people that are both, twice. So you need to find out how many people are just in the band and sports teams and not both. So:

89 - 31 = 58 people are in the band
215 - 31 = 184 people are on the sports team
31 people are in the band and are on the sports teams.

Now we add the number of people who play either and or both and then subtract it from how many students are in the school.

184 + 58 + 31 = 273
464 - 273 = 191

So here we see there are 191 students who are involved in neither band nor sports. Hope this helps. :)
