Does anyone know why the Nixon administration expanded the war into Laos and Cambodia?

The war had supply lines in Laos and Campbodia, and in parts, combat support bases. As long as these were in "safe" terrority, the enemy had a big advantage. Laos and Cambodia were safe refuges for the enemy.
