My final assignment is due for my HCA/210 I have to come up with 700-1050 words on the following: Develop a unique proposal that describes a new health care system. Consider the current health care systems strengths, weaknesses, and challenges. Also include: What is your vision for the new health care system?
Who benefits most from this new system?
Are there any populations that would be disadvantaged by this new system? If So, who?
What current challenges would be solved by implementing your new proposal?
Would the proposed system create any new problems?
This is what I came up for my final. Can you please take a look and see if you see anything that I missed or can you give me your feedback on this??
I would come up with a new United States heath care system program called "Charge
It" - aptly named CI. We are a "charge it" society - we pull out the plastic, run the strip
and voila bill is paid - at least for a while. I suggest we put this American charging habit
to good use - and that would be to help people pay their medical bills in a universal health
care program. My vision for the new health system is that the government pays the bill
for all citizens (holding legal entry and citizenship papers). Every citizen is issued a
credit card with the design logo of his or her choice (Note: personalized design has an
added fee of $5 - which helps fund the local schools and area United Way programs). The
government also provides an incentive for those who maintain good health. Depending
on how much you don’t charge - you get a cash back reward for not using your CI card
over a specified limit. The limit would be the same for every citizen on the CI program –
regardless of health and income. It simplifies the program this way.
So, you are sick...you see a doctor. You pick the doctor and are not limited by any
health maintenance program (HMO). You shop for the lowest rate (if you choose) and
when you save the government money, they reward you with a 2% cash back check on
the amount you did NOT use. That 2% may be used to pay back taxes to the IRS or put in
your account. It's your money, you use it the way you want! For example, each citizens
limit is $2,000/annual care. You only use $500 in a year. So you get 2% cash back on the
$1,500 (I was never good at math so I won't try to figure that one out - I'm a writer darn
it!).
Naturally, those who are not ill will benefit the most from the CI program. However,
if a person is ill, they shouldn't complain about not getting a refund because the healthy
people are leaving money to help pay for the sick people who go over limit on their CI
program. There is no penalty for over limit CI cards because this is a nationally funded
health care system. The over limit figures just allow the government health system to
track where your extra medical expenses are. The elderly and perhaps even minority
population will be at a slight disadvantage because traditionally, they have higher levels
of ailments and less frequent health checkups than their upper class, white, and / or
highly educated counterparts.
One problem in implementing this proposal is we have to figure out who has honest
citizenship and green card papers. People will slip through the system and it's our job to
catch them. However, doing so will cost money. People who are transient may have
difficulty picking up a CI card as well as we will have difficulty communicating rules and
proposals to them. A Challenge is getting people to see that this credit card system is
worth the money to implement. Furthermore, the 2% cash back rewards is not a waste of
money and the card is good overseas because we will work out some sort of NAFTA
trade deal. Are there any populations that would be disadvantaged by this new system? If
so, who? What current challenges would be solved by implementing your new proposal?

The elderly and perhaps even minority population will be at a slight disadvantage
because traditionally, they have higher levels of ailments and less frequent health
checkups than their upper class, white, and / or highly educated counterparts. The
challenges that would be solved by this system is that everyone is given access to health
care. No longer do people have to stay at bad jobs in fear of losing their health benefits.
Also, the cost to poor families would be gone because the government now pays the bills.
Expectant mothers no longer worry about pre-natal care as that is also paid. Families
could receive the medical counseling needed to keep couples together.
New problems in implementing this proposal we would have to figure out who has
honest citizenship and green card papers. People will slip through the system and it's our
job to catch them. However, doing so will cost money. People who are transient may
have difficulty picking up a CI card as well as we will have difficulty communicating
rules and proposals to them. Taxes may need to be raised and people may resist new
taxes for this.
You obviously have no idea what health care costs, with a limit of 2000 dollars a year.
Have you visited a doctor recently, and had any diagnostic work done? Have you been in an accident and had to visit the emergency room? Has your wife been pregnant, or more expensively, delivered?
The problem in health care is who pays, and how much. You didn't even start to tackle this issue.
