Does titrating HNO3 with NaOH have a neutral equivalence point where the pH = 7.0?
I say yes. Is that right?

Yes. NaNO3 is the salt of a strong base and a strong acid. The pH at the equivalence point is determined by the hydrolysis of NaNO3 and neither is hydrolyzed; therefore, the pH = 7.0.
