1. The Kansas-Nebraska Act of 1854 was proposed by Senator Stephen A. Douglas of Illinois and sought to organize the territories of Kansas and Nebraska, allowing them to decide whether or not to permit slavery through popular sovereignty.

2. The Act effectively repealed the Missouri Compromise of 1820, which had prohibited slavery north of the 36°30' parallel in the Louisiana Purchase territory. This led to violent conflicts between pro-slavery and anti-slavery factions in Kansas, known as "Bleeding Kansas," and furthered tensions between the North and South that would eventually lead to the Civil War.
