The percentage error would roughly be 1.18, I believe that the reason for the source of error could be many things. Online maps can be off depending on what routes they decide you should take as well as where they deem the city is. Both Portland and Miami are large cities, and the maps choose (roughly) the center of each to pinpoint the entire city on their map, the point that they chose to class the city and the point that the vectors were on may have been different. Either of the sources, where the locations came from or Google Maps, could also be outdated, locations and distances can change over time. I think the map is more likely to be accurate only because I don’t know the source where the latitude and the longitude point location came from.
