In 2001, North Korea responded to President George W. Bush's threat to stop negotiations by announcing that it would no longer abide by the 1994 Agreed Framework, which had set limits on its nuclear program in exchange for economic assistance. North Korea also began to escalate its own nuclear program and tensions between the country and the United States increased. This ultimately led to North Korea conducting its first nuclear test in 2006.
