One limit on Congress' powers is that they can't make any laws that go against the rules in the Constitution. This means they have to follow the rules in the big book that was made a long time ago. Another limit is that they can't take away our freedom of speech, religion, or other important rights. This means they can't tell us what we can or cannot say, believe, or do in our own lives. So, Congress has to play by the rules in the Constitution and they can't take away our important rights.
