The spoils system contributed to President James Garfield's assassination by a disgruntled office seeker, Charles Guiteau, who believed he was entitled to a government position. After Garfield's death, his successor Chester A. Arthur worked to reform the spoils system through the Pendleton Civil Service Reform Act, which established the merit-based system for federal employment.
