Lincoln's reconstruction plan was relatively lenient and focused on easily reintegrating the Southern states back into the Union. His plan, known as the 10% Plan, required that only 10% of voters in a Confederate state take an oath of allegiance to the Union in order to form a new government and be readmitted to the Union. Additionally, Lincoln promised a full pardon and restoration of property rights to Confederates who took the oath. His goal was to quickly rebuild the Union and promote reconciliation between the North and South.
