In this case, if we have sides measuring 11 and 3, the sum of these two sides is 14, which is greater than 13. However, 13 is greater than the difference between 11 and 3 (8), but it is not greater than the sum (14). Therefore, a side measuring 13 would not be able to create a triangle with sides measuring 11 and 3.
