What case did not end segregation in public schools it only did so in higher education?

The case of Missouri ex rel. Gaines v. Canada did not end segregation in public schools, it only did so in higher education. This landmark case was decided by the Supreme Court in 1938 and required the state of Missouri to provide equal access to legal education for African American students after it was found that the state had not been providing such opportunities. However, the case did not address segregation in public schools at the primary and secondary level.
