Congress reacted to the discovery of Black Codes in the South by passing the Civil Rights Act of 1866, which was aimed at protecting the rights of newly freed African Americans. The Act invalidated the Black Codes and granted African Americans equal rights and protections under the law. Additionally, Congress also passed the Fourteenth Amendment to the Constitution, which guaranteed equal protection under the law for all citizens.
