According to John Locke's Social Contract Theory, the power should be held by the people. Locke believed that political power should be derived from the consent of individuals and that governments should exist to protect the natural rights and liberties of its citizens. In his view, the people enter into a social contract with the government, relinquishing a portion of their individual power in exchange for the protection of their rights and the provision of public goods and services.
