The process for amending the Articles of Confederation was outlined in Article XIII of the document. In order for an amendment to be made, it would have to be proposed by Congress and then ratified by all thirteen states. This requirement for unanimous approval made it difficult for any amendments to be made, as even a single dissenting state could prevent the proposed amendment from being ratified.
