The Constitution can be amended through a two-step process. First, an amendment must be proposed by either two-thirds majority vote in both houses of Congress or by a national convention called by Congress at the request of two-thirds of the state legislatures. Second, the proposed amendment must be ratified by three-fourths of the state legislatures or by special state conventions in three-fourths of the states.
