Oligarchy is a form of government where power is concentrated in the hands of a few individuals or a small group. These individuals, often called an elite or ruling class, typically have wealth, influence, or military might that allows them to control and govern the country. In an oligarchy, decision-making and policy-making processes are controlled by this privileged group, while the majority of the population has little or no voice in governing. Oligarchies can exist in both democratic and non-democratic societies, and they can take various forms, such as an aristocracy, plutocracy, or military junta.
