President John Adams initially tried to handle the issue diplomatically and avoid a war with France. He sent representatives to negotiate a peaceful resolution and improve relations with France. Despite his attempts at détente, Adams also took measures to strengthen the military and navy, as he believed it was important to be prepared for any possible escalation.
