Most of the work in Congress is done in committees and subcommittees. Bills and resolutions are referred to these committees for further review, and they conduct hearings, markups, and votes on the legislation. The work of Congress also includes floor debates and votes in both the House of Representatives and the Senate. However, much of the decision-making and negotiation happen in committees.
