In an effort to stimulate the economy during the Great Depression, the National Industrial Recovery Act was passed in 1933. Among its policies was to encourage unionization and collective bargaining. The act created the National Recovery Administration (NRA), which enforced labor provisions and recognized the rights of workers to choose their representatives. However, some business leaders criticized the act for giving too much power to labor unions.
