The disciples were instructed not to depart from Jerusalem because Jesus had promised them that they would receive the Holy Spirit, which would empower them to be witnesses to Him throughout the world. This promise was fulfilled on the day of Pentecost, 50 days after Jesus' resurrection, when the Holy Spirit descended upon the disciples in Jerusalem. Remaining in Jerusalem was essential in order for the disciples to receive this promised gift of the Holy Spirit.
