It was an accident that happened when writing the Articles of Confederation.

The reason why the states were given more power than the national government under the Articles of Confederation was due to the fear of creating a strong central government like the British monarchy that they had just fought a war against. Many Americans believed that a strong national government would be a threat to individual rights and state sovereignty. Therefore, the Articles of Confederation intentionally created a weak central government and gave most of the power to the states.
