Cattle owners had to buy private property on which to keep their cattle because public land was becoming increasingly scarce. As the population of the United States grew, more and more land was being used for other purposes, such as farming and development. This meant that there was less public land available for cattle owners to use for grazing. By buying private property, cattle owners were able to ensure that they had a secure place to keep their cattle.
