As a Civil War raged in Mexico president Wilson refused to recognize what he called huerta's "called government of butcher's".

He instead supported the Constitutionalists, led by Venustiano Carranza, and refused to recognize Huerta's government. Wilson also sent troops to the Mexican border to protect American citizens and interests. He also imposed an embargo on arms shipments to Mexico, hoping to prevent Huerta from gaining an advantage.
