Woodrow Wilson refused to recognize the Mexican government because he believed it was a dictatorship that had come to power through a coup. He also believed that the government was not democratically elected and did not represent the will of the Mexican people. He wanted to ensure that the Mexican people had a chance to choose their own government and that it was a legitimate one.
