The Nines are introduced on page 97 of The Giver. On this page, Jonas is told by the Giver that the Nines are the oldest children in the community and that they are the only ones who are allowed to ride bicycles.
"The Nines, he said, were the oldest. They were the only ones who were allowed to ride bicycles. They were the only ones who had the privilege of going beyond the boundaries of the community."
