Does anyone know when they first introduce newchild in the giver (Please provide textual evidence and page number also)

Newchild is first introduced in Chapter 4 of The Giver. On page 44, the narrator states, "The newchild was a boy, and he was the first one that Jonas had ever seen. He was so tiny, and so perfect, that Jonas felt awed."
