The issue of the pirates was resolved in a variety of ways. In some cases, governments sent out naval forces to capture or destroy pirate ships. In other cases, governments negotiated treaties with the pirates, offering them pardons in exchange for their surrender. In some cases, governments offered rewards for the capture of pirates, which encouraged private citizens to hunt them down. In some cases, pirates were simply driven out of their areas of operation by increased naval patrols.
