A) before the addition of any NaOH
B) after adding 20ml of NaOH
C) at the equivalent point 40 ml of NaOH
D) after adding 60 ml of NaOH
E) draw the titration curve

It's difficult

There MUST be a mistake or typo here. There is no way HCl has a Ka of 1.3E-3. This question can be answered easily if we assume the acid is say HA with a Ka of 1.3E-3 but I don't want to answer any of them for fear of giving credence to HCl being a weak acid. It just ain't not so.
