Frankly, I think these choices are ridiculous. The rule, and it is SOMEWHAT arbitrary, is that a difference in electronegativity (EN) of 1.8 is a 50% ionic/covalent character. Ionic character increases as the EN difference increases; therefore, you would expect the most ionic character from FrCl and the least from FrAt. But the ionic charcter of FrI is probably around 75%. I think the answer you want is FrCl.
