7-The framers of the constitution chose federalism because it shares the powers of the government in different tiers so that they have checks and balances. Unitary and confederate government gives all power to central government and made it so states had too much power. it can also lead to dictatorship so they wanted a better form of government that didn't allow that. (This is my answer that hasn't been graded yet)
